Programmes of this size do not run on a local workforce alone. Pharmaceutical Technology reports that around 3,000 external contractor workers are employed on-site during the construction phase: engineers, cleanroom specialists, process pipework crews, electrical and mechanical fit-out teams, HVAC specialists, commissioning engineers, and the project management and QA/QC staff who oversee a pharmaceutical-grade build. That is a workforce roughly equivalent in size to a small town being layered on top of Kalundborg's existing population for years at a time, and it lands in a place that was never built to absorb that kind of temporary demand. The pressure this creates is well documented: a Reuters report from September 2025 described homeowners in Kalundborg converting rooms and even their own residences into paid accommodation for construction personnel, a direct response to a housing market that has been pushed to its limit by the sheer volume of contractor demand arriving in a relatively small coastal town.
