Nuclearelectrica, through the project company Energonuclear, is completing units 3 and 4 at the Cernavoda nuclear plant in Constanta county, two CANDU reactors of 700 megawatts each that were started in the 1980s and halted after 1989. An engineering, procurement and construction management contract worth about EUR 3.2 billion was signed on 15 November 2024 for a limited notice to proceed phase of 24 to 30 months. A EUR 80 million loan was signed in September 2025 and the first engineering packages have been received. Commissioning targets are 2030 for unit 3 and 2031 for unit 4.

This is honest to state plainly: full construction has not started. The final investment decision is scheduled under the state support agreement for no later than 30 June 2027, so peak crew demand is one to three years out rather than immediate. The precedent is strong. Site contractor numbers on the earlier unit 2 build peaked in the thousands, and in July 2024 the operator filed environmental screening for new accommodation blocks and a campus on Energiei Street at Cernavoda for plant staff. Cernavoda had 15,088 residents at the 2021 census and is shrinking, with Medgidia about 25 kilometres away and Constanta about 65.
