The short version
Your peak headcount does not arrive with the civils. It arrives when the building is weather-tight and the commissioning, qualification and validation programme starts: FAT and SAT witnessing, utilities handover, IQ, OQ, PQ, cleanroom classification. On a bulk biological API project, validation alone accounts for 10–15% of total installed cost, and qualification costs "at least twice as much as that of commissioning" (ISPE Pharmaceutical Engineering). That is the phase where you need 10 to 80 specialists living within a sensible drive of the gate, for three to eighteen months, without churn.
Churn is the specific thing to avoid. ISPE's own guidance is that "for true integration to take place and in order for commissioning to be leveraged into qualification, it is strongly advised to have the same team members perform qualification for the systems they commissioned" (ISPE Pharmaceutical Engineering). If a validation engineer loses their apartment at month five because a summer let expired, you are not losing a bed — you are losing system knowledge from a protocol execution sequence that is already on the critical path.

The demand curve
A pharma capital project produces three distinct accommodation demands, and most suppliers only understand the first.
Phase one, civils and structure. Large, mostly regional trades, high turnover, usually housed by the main contractor. Kalundborg is the scale marker: Novo Nordisk committed "more than 42 billion Danish kroner starting in 2023", with construction projects "finalised gradually from the end of 2025 through 2029" and "up to 3,000 external employees" employed during the construction phase (Novo Nordisk).
Phase two, mechanical completion into CQV. Headcount profile inverts. Fewer people, far more specialist, much longer individual stays, and they are travelling internationally by design. A commissioning and qualification field-service role advertised in Ireland lists "extensive travel across Ireland, UK, Europe and occasional international assignments" and states plainly that "candidates must be willing to stay away from home for extended periods when required" (Cpl). The recruitment market prices this as a mobile contract discipline: commissioning engineers from £45,000 up to validation leads and CQV managers at £75,000+ across the UK, Ireland and Europe (QCS Staffing), with an average Irish life-sciences contractor day rate of €513 in 2026 (HERO Recruitment). Biologics makes it heavier again: across an ISPE benchmark of 50 projects, "the average IQOQ cost as a percentage of TIC was twice as large" for biological facilities as for other facility types (ISPE Pharmaceutical Engineering, Jan/Feb 2007).
Phase three, and this is the part that changes the buying decision — requalification. Under EU GMP Annex 1, "the maximum time interval for requalification of grade A & B areas, is 6 months" and "the maximum time interval for requalification of grade C & D areas, is 12 months" (§4.32), and heat sterilisation cycles "should be revalidated with a minimum frequency of at least annually for load patterns that are considered worst case" (§8.39) (European Commission, EU GMP Annex 1). Cleanrooms are qualified in accordance with Annex 15, in operation since 1 October 2015 and now under revision (EMA concept paper); verify the current text before relying on it commercially. In practice, the team that qualified the facility comes back on a cycle. A sterile site is not a one-off booking, it is a returning campaign — and we plan it that way.
We should also be straight about the direction of travel. Lilly will "halve its originally planned investment of €2.3 billion" in Germany (Reuters, 3 June 2026) and Novo Nordisk plans to "eliminate approximately 5,000 positions in its home country" (Reuters, 25 September 2025). That is why this page is built on commissioning pipelines already in the ground, not on announcement volume.

Local supply
Kalundborg, Denmark. The site employs "around 5,500 individuals in a town of 16,500" (Reuters), and approximately 10,000 people work at the factory as employees or contractors (CNN, 7 May 2026). Reuters records "the strain on the housing market as homeowners convert their residences into accommodations for construction personnel", and a student describing house-hunting there: "in some ways, you are competing with Novo when searching for a place to live". Local agents put new supply "three to five years behind demand" (Ekstra Bladet). Homelessness in the municipality rose from 19 people in 2017 to 89 in 2024, an increase of almost 400% (DR). Relief is coming slowly: over 1,000 homes are under construction per the mayor (CNN), the largest new residential zone permits up to about 638 homes with the first 136 being built, and the Copenhagen motorway is expected in 2028 (Kalundborg Kommune).
Visp, Switzerland. Just over 8,000 people live in Visp and Lonza counts 4,500 employees, with a further 1,500 people employed temporarily (SRF · SRF). The advertised-vacancy rate stood at 1.8% against 5.8% nationally, rents rose 3.7% in a year, and the roughly 400 new flats under construction were "erst in ein bis zwei Jahren bezugsbereit" — a one-to-two-year wait (SRF). Temporary Lonza staff are already living in surrounding villages: around 40 to 45 of them in Ausserberg alone (Blick).
Athlone, Ireland. Athlone was one of 12 study areas nationwide with no properties available within HAP limits for any household category — the second consecutive report showing zero — with 21 properties available to rent per day on average and median rents of €1,300 for one-bed and €1,500 for two-bed homes (Westmeath Independent). The town is now a designated rent pressure zone (Athlone Advertiser).
Ravensburg, Germany. Vetter's home district was short around 2,800 homes at the end of 2020 and reports that building has largely come to a standstill, with financing costs three to four times higher than two years earlier (Landkreis Ravensburg); asking rents hit €12.18/m² in Q2 2026 (ImmoScout24).
And the people you are housing are increasingly not local. International staff in Danish consulting-engineering firms rose from 244 (2.0%) in 2020 to 1,448 (9.4%) in 2024, with international employees at 13% of Danish medicinal-industry employment (FRI Indsigt 2/2026). Ireland forecasts 21,000 additional biopharma jobs by 2027 against average annual recruitment of more than 5,600, and names commissioning engineers as a priority skill need (Government of Ireland / EGFSN · EGFSN, Skills for Biopharma).
How we work
We block accommodation for the CQV window, not for a calendar month, because ISPE advises keeping the same people through commissioning into qualification (ISPE). Extensions get handled inside the existing arrangement wherever the partner allows it, so a slipped OQ does not put an engineer back on the open market.
Media fills, sterilisation cycles and cleanroom clean-up testing do not respect office hours; Annex 1 requires qualification in both "at rest" and "in operation" states (European Commission). We prioritise self-catering units with a real kitchen, laundry and parking, and we split teams across properties so night-shift and day-shift people are not sharing a wall.
Headcount on a CQV programme typically changes twice before mobilisation and again at handover. We hold the flexibility in the block of properties rather than in the contract, coordinate staggered check-ins, and keep a WhatsApp channel open for the team during the stay.
Most validation specialists travel to site and go home periodically — the market is explicit that extended time away from home is part of the role (Cpl). We favour locations that work for a Friday airport or rail run, and hold rooms across rotation gaps where the arrangement allows.
