The Liberty project is a joint 300 millimetre manufacturing extension by STMicroelectronics and GlobalFoundries next to ST's existing fab at Crolles in Isere, with the environmental permit perimeter covering Crolles and Bernin. Finalised investment is EUR 7.5 billion, supported by EUR 2.9 billion of French state aid approved by the European Commission. Capacity at full build-out is given as up to 620,000 wafers a year, and the site grows from 58,000 to just over 90,000 square metres of buildings.
Work has been running in modular phases since 2024. As of early 2026 ST described about 80 percent of its share as realised and the programme in a completion phase, while GlobalFoundries has reportedly scaled back and a French Cour des Comptes report in April 2026 noted hiring well below the 1,000 direct jobs promised. That makes Crolles a steady technical workload rather than a rising peak. Crolles is a town of about 8,600 people in a narrow valley, and local consultation has run dedicated housing and mobility workshops, so long-stay supply is thin close to the gate.
