thyssenkrupp Steel Europe is building a hydrogen ready direct reduction plant at its Duisburg works, the largest integrated steel site in Europe. Capacity is 2.5 million tonnes of direct reduced iron a year, equal to about 2.3 million tonnes of hot metal, avoiding around 3.5 million tonnes of carbon dioxide a year. The main reduction tower is about 140 metres high alongside roughly 60 buildings on a site the company compares to 40 football pitches. Total investment is around EUR 3 billion, including an EUR 1.8 billion plant contract with SMS group, and the company has published a peak of up to 2,000 construction workers.
Foundation work began in 2024 and the civil and structural packages were reported past halfway in early 2026, with production start targeted for the end of 2026. The hydrogen supply condition attached to about EUR 2 billion of public funding has been renegotiated, so the plant is expected to start on natural gas, and the German funding decision on that amendment was still outstanding in late summer 2026. This is a funding change rather than a construction pause. Duisburg is a city of around 500,000 people, so the constraint is not town size but the depth of contractor housing around the works, where dedicated worker room providers already operate. Oberhausen, Muelheim an der Ruhr and Moers widen the options.
