EDF is building the first pair of EPR2 reactors at the existing Penly site in the commune of Petit-Caux, Seine-Maritime, between Dieppe and Le Treport. Each unit is around 1,670 megawatts. EDF put the six-reactor EPR2 programme at EUR 72.8 billion in 2020 values in December 2025, and now targets 2038 for the first unit rather than the original 2035 to 2037 window. Preparatory earthworks and marine platform works have been running since mid 2024, with first nuclear concrete targeted for 2027.
The Normandy prefecture Grand Chantier plan sets peak site employment at up to 10,000 and calls for 6,000 new accommodation places within 30 kilometres of the site, split across camping, modular housing and hotel or private stock. Le Parisien reported in January 2026 that EDF estimates 4,000 temporary and 1,000 permanent homes are needed for the build period, explicitly to avoid repeating the housing shortage seen at Flamanville. Petit-Caux is rural, so the practical catchment runs through Dieppe and Le Treport.
