The industrial port zone at Fos-sur-Mer, inside the Grand Port Maritime de Marseille, is the focus of a wave of decarbonisation and reindustrialisation projects. French state planning documents published in July 2025 count around 30 projects in the Fos-Berre zone, roughly 10,000 jobs created by 2030 and a need for about 5,600 to 7,000 new homes. Its land concession with the port was signed in July 2025 and it ordered its direct reduction plant in August 2026, but the final investment decision is expected in 2027 with construction from 2027 to 2029, so it is forward pipeline rather than live civils. Carbon's planned solar gigafactory on the same zone was scrapped in May 2026. Fos-sur-Mer has under 16,000 residents, so official planning already routes most new demand to Istres, Martigues and Salon-de-Provence.
