The A122 Lower Thames Crossing is National Highways' new road of about 14.3 miles with twin tunnels under the Thames, running east of Chalk in Kent and west of East Tilbury in Thurrock to link the A2 and M2 with the A13 and M25. Latest reporting puts the expected cost at £10.6bn. The development consent order was granted on 25 March 2025 and early works began on 5 March 2026. Main construction and tunnelling are scheduled from 2028, with the tunnel boring machine launch due in autumn 2028 and opening forecast for the mid 2030s. A Highways (Financing) Bill introduced on 10 September 2026 would enable private investment, so the funding model is not yet settled.
The workers accommodation report submitted with the consent application estimated peak workforces of about 3,800 north of the river and 885 south, around 4,700 combined, a planning estimate rather than a current headcount. Tilbury had around 14,200 residents in 2021 and Gravesend around 60,000. The practical catchment includes Grays, Basildon and Rochester, and demand builds from early works now to the main tunnelling phase.
