Stargate Norway was announced in July 2025 by Nscale, Aker and OpenAI for Kvandal near Bjerkvik in Narvik municipality, Nordland, and a foundation stone was laid in November 2025. Nscale now manages the project alone, with Aker a major shareholder, and Microsoft has taken the customer role after OpenAI did not finalise a direct offtake. The site holds a 230 MW power reservation. On 2 September 2026 contractor HENT confirmed contracts for three buildings totalling 100 MW, a first 25 MW hall and two more totalling 75 MW, with completion planned during 2027.
Bjerkvik has around 1,100 residents and Narvik town around 14,200, about 15 minutes from the site. A 2025 Menon study for Narvik and Nordland found housing demand concentrated in Bjerkvik and Narvik, and the municipality says it lacks housing, especially rental units. Menon forecast about 4,000 construction person-years across Norway for the project, so rotating specialist crews compete for a thin local rental market. Nscale has told NRK that phases beyond the current power reservation are uncertain.
