Paks II adds two VVER1200 units of about 1,200 megawatts each beside the existing Paks plant in Tolna County, on the Danube. The owner is the Hungarian state company MVM Paks II, with Rosatom's engineering division as general contractor. Published cost is EUR 12.5 billion, funded by a EUR 10 billion Russian state loan plus EUR 2.5 billion of Hungarian equity. The construction licence was issued in August 2022, main construction began in August 2023, and World Nuclear News reported the first concrete pour for Unit 5 in April 2026, with grid connection targeted early in the 2030s.
Paks has a population of about 18,000 and Hungarian coverage in 2024 described the local rental market as already full, with rents rising and workers struggling to find housing. A 300 person workers' hostel of 148 rooms opened in the Paks industrial park around autumn 2023, and a first phase complex for 5,000 workers was reported as under discussion in September 2024 without being confirmed as built. Site staffing has been put at around 1,000 rising to 8,000 to 10,000 at peak. The incoming Hungarian energy minister nominee announced a review of financing and contracts in 2026, which is a live risk rather than a cancellation.
