SALCOS is Salzgitter Flachstahl's conversion of the Salzgitter steelworks to low carbon production. Stage 1 covers a 100 megawatt electrolyser producing about 9,000 tonnes of hydrogen a year, a direct reduction plant of 2.0 to 2.1 million tonnes a year with a reactor tower around 140 metres tall, and an electric arc furnace of about 1.9 million tonnes a year. Federal and Lower Saxony support for Stage 1 now totals about EUR 1.32 billion after a EUR 322 million top up approved in February 2026. Trade press reported the direct reduction plant shell complete around 2 January 2026 and up to 1,000 construction workers on site.

Stage 1 is targeted to come on stream in the first half of 2027, with the full transformation running to 2033. Later stages are not yet sanctioned, with a decision expected around 2028 or 2029, so only Stage 1 counts as confirmed work. Salzgitter has roughly 104,400 residents, which is mid sized rather than rural, and contractor room providers already advertise company let apartments across the town. Braunschweig sits about 14 kilometres away, Wolfenbuettel about 9 kilometres, with Wolfsburg and Hildesheim as wider options, so a 15 to 50 kilometre catchment is realistic.
