Stegra, formerly H2 Green Steel, is building a hydrogen based steel plant at Norra Svartbyn in the Boden industrial park in Norrbotten. Published scale is 5 million tonnes a year of green steel, around 2.1 to 2.5 million tonnes of sponge iron and a hydrogen electrolyser of about 690 megawatts, financed at roughly EUR 6.5 billion including a EUR 250 million EU Innovation Fund grant. Swedish reporting put the build at about 60 percent complete in mid 2026, with the construction workforce around 2,000 and a target of 4,000 to 5,000 during ramp up. The production start date is formally under review after slipping from late 2026, so treat the schedule as uncertain rather than fixed.

Boden town has around 28,000 residents and the municipality forecasts growth towards 33,000 by 2030 on the back of the plant. It projects a shortfall of about 900 dwellings peaking in 2027, and a 2021 municipal decision set out land and permits for up to 3,000 temporary contractor housing units. Stegra has already built roughly 1,500 beds across Nylandsbacken, Slipvagen and Boden Business Park in Savast, and added 712 more at Morasen. Lulea, about 35 kilometres away, carries the rest of the catchment.
