Moeve took the investment decision in March 2026 and laid the foundation stone on 16 and 17 September 2026, with production targeted for 2029. Palos de la Frontera had 13,289 residents in 2025, and housing in the area is already tight: in July 2026 the government set aside €5m for public housing for seasonal farm workers in Palos and Moguer. Construction crews will base in Huelva, Moguer and Mazagón.
