SSAB is building a new electric arc furnace steel mill at Svartön in Luleå, Norrbotten, to replace its blast furnace operation. Dagens Industri put the investment at about SEK 50bn. Ground was broken in September 2025 and operations are planned for the end of 2029, after SSAB moved commissioning back by 12 months in June 2025 because grid reinforcement was running late. Work stopped in spring 2026 after workers fell ill on site. SSAB restarted step by step from 27 May with stronger safety measures, and trade press reported in July that construction had resumed on schedule. The new power lines are due to be built from 2027.
Luleå municipality had 80,454 residents at 30 June 2026. SSAB's Aurora Village at Storporsön is being built for about 2,000 workers across 39 buildings, with the first rooms opened in July 2026, and in June 2026 the municipal housing company withdrew a plan to block-let 116 flats to SSAB as contractor housing. Subcontractors outside the camp rely on the local market in Luleå, Boden, about 36 km away, and Piteå.
